TIGHTS: pants or not?

its been several years since the "TIGHTS: are they pants or not" debate started. many neon folk (you know, feathers and electric yellow head bands) girls believe it is perfectly acceptable to wear pair of tights, or several pairs layered for a pastiche of color.
